Independent Living Program Manager


Responsible for expanding Independent Living Program (ILP) program; securing living arrangements (appropriate apartments) in various areas of the state; recruitment of Youth Support Specialist(s); responsible for working with Central Intake Coordinator to review and interview clients; overall coordination of service delivery for youth, participate in Advisory Council.


  • Coordinates pre-screening, intake, treatment & discharge processes & protocols.
  • Explore and secure appropriate living arrangements for youth; identify possible clients for the program; partner with the Dept. to coordinate expansion timelines
  • Takes steps to improve performance based indicators of care (satisfaction, training, incidents, outcomes, etc.)
  • Serves as a liaison with landlords
  • Coordination of clients' service planning, aftercare planning, and inclusion of natural supports.
  • Markets program with prospective customers to increase program census
  • Handles public relations with diplomacy and prudence
  • Arranges for specialty consultations for clients or staff as needed to identify benchmark practices and achieve quality goals
  • Shares outcome data with Program Clinical Leadership seeking feedback and suggestions for opportunities to improve care.
  • Attends treatment planning meetings and periodic reviews as necessary.
  • Ensure highest quality service and service environment
  • Leads ILP team in developing innovation in program design to support youth
  • Partners with community providers seeking ways of accommodating their evolving needs
  • Advocates for the whole program: its organization, design and staff
  • Accurately completes and submits monthly billing and census reports on time to central intake coordinator, including authorized individual client expenses
  • Develops and continually tracks annual operating budget expenses
  • Maximizes revenue to assure that the program meets or exceeds its revenue targets.
  • Models respect for program property & the prudent use of agency resources.
  • Assures compliance with funding source reporting demands including incident reports, quarterly and clinical documentation.
  • Maintain outcome and quality improvement documentation as required
  • Maintains and possess functional communication device at all times when transporting clients
  • Ensures staff schedules meet client need
  • On-call for crisis situations
  • Duties as otherwise assigned

QUALIFICATIONS:  Master’s Degree in Social Work or Human Service field. Seasoned human services professionals with at least 3 years of experience working with similar client populations in human service or treatment settings and 2 years in management/supervisory role.  Masters level education may be waived to Bachelor level depending on relevant professional experience.

EXPERIENCE: Work experience with DCYF involved families, provider community and/or related service providers.Proficiency in report writing and computer skills. Knowledge of DCYF practices and policies.
